Non-woven wallpaper is made from a blend of natural and synthetic fibers pressed into a breathable, fabric-like backing, rather than solid paper. That structure lets trapped air and moisture pass through rather than build up behind the surface, which is exactly what causes standard paper wallpaper to bubble or lift in air-conditioned rooms. It's also dimensionally stable, so it doesn't stretch or shrink as it dries the way paper can, which keeps pattern lines matched at the seams. Most non-woven wallpaper is paste-the-wall, meaning the adhesive goes on the wall surface rather than the paper itself.
